POSITION SUMMARY
This position is responsible for supporting disease, utilization, population and health risk management activities, by developing cost effectiveness and ROI analysis, implementing outcomes measurement systems and ad hoc analytical reporting. To accomplish these activities the position involves utilizing analytical and programming expertise related to health care systems. Application of skills with a SQL-based data warehouse, familiarity with analytical spreadsheet development, and applied statistical reasoning is integral to the position.  In addition, a person in this position will participate with a database administrator in creating analytically relevant database designs.


ESSENTIAL JOB DUTIES/FUNCTIONS

 Provide analytical expertise as it relates to Monroe Plan medical management, and decision-making.
 
 -Gather and analyze user requirements.

 -Develop reports for monitoring and summarizing cost and utilization activity that take advantage of comparative, case-mix, and demographic adjustment methodologies.

 -Develop reports for examining cost, utilization, and quality data for trends and patterns.

 -Identify and report outlier utilization, quality, and cost experience to management in a clear and concise format.

 Prepare ad hoc reports on request from internal and external customers
 
 -Gather and analyze requirements, combining user information with knowledge about the structure of data and health care plan policies.

 -Develop report specifications based on user needs, including providing the user with recommendations.

 -Recognize appropriate data sources, measures, and programming techniques for producing ad hoc reports.

 -Provide qualifications and cautions to users related to data quality, fit of measures to problem, and other incidental information that effects the interpretation of data.

 Develop cost, utilization, and quality of care reports by querying a Microsoft SQL Server database
 
-Use Microsoft Excel and other reporting tools, such as Crystal Reports, to create reports.

-Develop SQL queries in the Transact SQL language to support the development of detailed, non-routine reports.

-Use the Milliman MedInsight business intelligence package

 Prepare cost-effectiveness and ROI analysis, utilizing health care data
 
-Assist in conceptualizing the appropriate framework for cost-effectiveness and ROI analysis concerning health care interventions.
 


OTHER FUNCTIONS AND RESPONSIBILITIES
 
- Ability to work effectively in a team environment while performing multiple tasks.
- Work closely with Clinical, Provider Relations, Claims, and Finance staff to access utilization, cost, and quality of care data.
- Work collaboratively on various projects with Monroe Plan and external staff that have diverse healthcare backgrounds.
- Perform other duties as assigned.


MINIMUM REQUIREMENTS/LICENSES/CERTIFICATIONS
 
- BS degree in a health care related field or equivalent experience demonstrating strong analytical abilities with health care analysis and experience with programming.
- A minimum of two years experience in healthcare of the ability to demonstrate the capacity to develop analytical expertise in new knowledge domains.
- Experience with applied statistical reasoning, demonstrated by coursework or previous work.
Experience with SQL and the Visual Basic for Applications programming environment.
 

PREFERRED QUALIFICATIONS
 
- Experience with Transact-SQL is desirable.
- Advanced degree in a health care related field or a Master's degree in computer science desirable.
